police.am now redirects to police.mia.gov.am, the site of the Police of the Ministry of Internal Affairs of Armenia. The site carries news, structure, laws and contacts - it does not issue documents. The services people look for moved elsewhere: criminal-record certificates to consular.e-gov.am, passports and address registration to migration.mia.gov.am, traffic fines to roadpolice.am.
- The old address still works. Typing police.am in a browser lands you on police.mia.gov.am automatically.
- Three interface languages - Armenian, Russian and English. Switch with the flag button in the top-right corner.
- The site is informational. There is no personal account and no application form for documents on police.mia.gov.am itself.
- Criminal-record certificate: 7,000 AMD, issued within 5 working days, apostille included at no extra charge.
- Emergency numbers: 102 for the police, 911 for the unified rescue service.
Why police.am now opens police.mia.gov.am
The Police of Armenia is a subdivision of the Ministry of Internal Affairs (MIA), so its website lives inside the ministry's domain: `police.mia.gov.am`. The historical `police.am` domain was kept as a redirect, which is why old bookmarks and search results still work.
Two blocks of services left the Police at the same time, and this is the single biggest source of confusion:
- Passports, identity cards, citizenship and address registration went to the Migration and Citizenship Service of the MIA - migration.mia.gov.am.
- Traffic fines and driver services stayed with the Road Police on its own portal - roadpolice.am.
What is on police.mia.gov.am
The menu has five groups:
- Services - descriptions of the four police branches: Criminal Police, Community Police, Patrol Service and Police Guard. These are informational pages about what each branch does, not application forms.
- Police - the Chief of Police, deputy chiefs, structure, statute, history, ranks and the Veterans Council.
- News - the daily "Operational Situation in the Republic" bulletin and other press releases.
- Information Center - statistics, programmes, laws, government decisions, the Police Chief's orders, the strategy, the information-request (RFI) procedure and its sample form, applications and complaints, media accreditation, preventive information, the library and the video gallery.
- Contact Us - contact details per department, the online enquiry form, the application to the Chief of Police, and citizen reception hours.
How to get a criminal-record certificate in Armenia
The criminal record certificate service page on consular.e-gov.am with the Apply online and Book appointment buttonsThis is the number-one reason people search for police.am. The certificate of conviction and wanted status is not issued on the police website. Your data is checked against the Police Information Center's records, but the certificate itself is issued by the Consular Department of the Ministry of Foreign Affairs.
- Open the service page. Go to consular.e-gov.am, the MFA's Electronic Consular System, and press "Apply online". Registration in the system is required.
- Choose the destination country. Select the country where the certificate will be submitted - if it goes to the Spanish embassy located in Russia, choose Spain, not Russia. This also determines the second language of the bilingual certificate.
- Fill in the contact details and attach your ID. Most data is filled in automatically; you add contact details and a scan of your passport or identity card.
- Pay the 7,000 AMD state duty. Pay through e-payments.am or by bank transfer to state budget account 900005163515, stating the purpose as a certificate of conviction or wanted status in Armenia.
- Collect the certificate. It is ready within 5 working days. Collect it at the MFA Consular Department, Vazgen Sargsyan 3, Yerevan, on Monday, Tuesday, Thursday or Friday between 10:00 and 12:00 - or pay for postal delivery.
Cost, deadlines and who can apply
- State duty in Armenia: 7,000 AMD, apostille certification included - no separate apostille payment.
- State duty at an Armenian embassy or consulate abroad: 25,000 AMD.
- Processing time: up to 5 working days.
- Postal delivery inside Armenia: 430 AMD (treasury account 900013196101). Abroad: 16,000-30,000 AMD depending on the destination country.
- Who can apply: anyone aged 16 or over in person, or through a parent, sibling, spouse, child or authorised representative. For a person aged 14-16 the application is filed by a parent or legal guardian.
- Languages: the certificate is bilingual - Armenian plus English, German, Spanish, Russian or French, depending on the destination country.
- Where else: besides applying online you can apply at the MFA Consular Department, through operator banks and Haypost, or at an Armenian diplomatic mission abroad.
The certificate carries a QR code. Scan it or enter the code at e-verify.am to confirm the document is authentic - useful when an employer or an embassy questions it.
A certificate issued in Armenia for the 7,000 AMD duty comes apostilled, and an apostilled document needs no further legalisation in any country party to the 1961 Hague Convention. Only the Ministry of Foreign Affairs of Armenia can affix that apostille.
Where the other police services moved
Passport, identity card, address registration
All of these belong to the Migration and Citizenship Service at migration.mia.gov.am, whose menu covers Citizenship, Passport services, Registration, Identification, Certificates and documents from the State Population Register, and Residency status and visa. The service hotline is 8422 and the email is [email protected]. Citizenship applications go through the separate system mcs-citizenship.am.
Traffic fines and driver services
Fines, penalty points and vehicle records are handled by the Road Police at roadpolice.am. Camera-detected violations have their own database at offense.roadpolice.am. The police site does keep one driver-facing resource: the official driver's theory test question bank, useful when preparing for the exam.
Choosing a licence plate
Available registration numbers are searched and bought at auction.mia.gov.am, also run by the Ministry of Internal Affairs.
How to send a complaint or a question to the Police
There are three separate channels, and picking the wrong one costs weeks:
- A question or suggestion about police activity - the online enquiry form under "Contact Us" on police.mia.gov.am, or the departmental emails: `[email protected]` (Criminal Police), `[email protected]` (Police Guard), `[email protected]` (Patrol Service). The form has a "Track your message" function.
- A formal request to any state body, the Police included - the unified portal e-request.am.
- Reporting corruption or wrongdoing inside a state body - the whistle-blowing platform azdararir.am.
The Police online enquiry form states that the message must be written in Armenian and duly signed, giving the applicant's surname, first name, patronymic and address of residence, workplace or place of study. Without those details the message is not processed, and every field of the form must be completed.
