TUGANQ is an iPhone app that checks Armenian traffic fines, taxes, technical inspection and enforcement records for the cars and people you add to it. This page explains exactly what the app keeps, what it sends, and where it sends it.

The short version
TUGANQ has no user accounts and no server of ours that stores anything about you. The details you enter - a name, a registration plate, a public service number, a certificate number, a phone number - are kept on your device. When the app checks a portal, those details go from your phone straight to that portal over HTTPS, exactly as they would if you typed them into the portal's own website. We never see them.
What the app keeps on your device
TUGANQ stores its cabinet - the people and cars you added, and every decision the portals have shown - in the app's own storage area on your iPhone, which no other app can read. None of it is copied to us.
- People: the name, public service number and phone number you entered.
- Cars: the registration plate, the registration certificate number and whatever the portal returned about the car.
- The fines, taxes, inspection dates and enforcement records the portals answered with, kept so you can open them again with no connection.
- What you told the app yourself: that a fine is paid, that a tax is settled, and the reminders you set.
- App settings such as the interface language and the theme, in the standard iOS preferences store.
Portal sign-in sessions are not in those files. They live in the iOS Keychain, marked device-only and never synchronised to iCloud, so a session restored onto another phone from a backup does not exist.
What leaves your device, and to whom
The app has no middle server. Every check is a direct HTTPS request from your iPhone to the portal that owns the answer, carrying only what that portal asks for:
- roadpolice.am and offense.roadpolice.am - the Police cabinet and traffic fine decisions.
- viv.police.am - decisions recorded by video surveillance.
- www.yerevan.am - Yerevan parking decisions.
- inspect.am - technical inspection.
- pay.e-community.am and www.e-payments.am - vehicle property tax and environmental tax.
- cabinet.harkadir.am - compulsory enforcement records.
- personal-legal-old.azdarar.am - the public notices archive.
- onepay.am - the payment page for a fine, if you choose to pay one.
- police.ge - Georgian traffic decisions, if you check a car there.
These are the portals' own systems. What they do with a request is governed by their rules, not by this policy.
The app also talks to tuganq.com, and only for the knowledge base: it fetches articles, categories, tags and search results, and it increments the view or like counter of an article you open or like. Those counters are numbers on an article - no account, no device identifier, nothing that ties a view to you. Like any web server, tuganq.com writes ordinary access logs containing the requesting IP address; they keep the service running and are not combined with anything else.
No tracking, no analytics, no advertising
The app contains no analytics SDK, no advertising SDK and no third-party framework of any kind. Its only event recorder does nothing at all, and it sits behind a switch in Settings that is off on a fresh install - so even if a real recorder were ever added, it would send nothing until you turned it on. The app's privacy manifest declares no tracking and no collected data types, which is why the App Store listing says Data Not Collected.
Photos
The app can save a digital copy of a driving licence or a registration certificate into your photo library, and it asks for add-only permission when you press Save. It never reads your photo library back.
Notifications and background checks
If you allow notifications, the app tells you when a new fine appears, when a deadline is close, or when a reminder you set falls due. iOS may wake the app in the background to run the same check it runs when you open it. All of it happens on your phone; no notification is sent from a server of ours, because there is none.
Keeping and deleting your data
Because nothing about you is stored on our side, there is nothing for us to keep and no retention period to state. Everything is on your phone, and you control it:
- Remove a car or a person in the cabinet, and the record is deleted from the device.
- Disconnect a portal sign-in, and its session is erased from the Keychain immediately.
- Delete the app, and iOS removes its storage and its Keychain items with it.
- Photos you saved yourself stay in your photo library, where you can delete them.
Children
TUGANQ is for drivers and vehicle owners. It is not directed at children and collects no personal data from anyone, of any age.
Your rights
The GDPR and the RA Law on the Protection of Personal Data give you rights over your personal data: access, rectification, erasure, portability and objection. Since we hold no personal data about you, there is nothing for us to disclose, correct or erase. Data held by a state portal is subject to that body's own procedure, and those rights are exercised with the body itself.
This website
tuganq.com uses self-hosted Plausible analytics, which counts page views without cookies and without identifying visitors. That applies to the website only; the iPhone app carries nothing of the kind.
Changes to this policy
If the way the app handles data changes, this page changes with it, and so does the effective date above. Material changes are described in the release notes of the update that introduces them.
