How to Check and Pay Traffic Fines in Georgia: A Guide for Travelers from Armenia

If you drive from Armenia into Georgia in your own car, a fine written by a Georgian speed camera will most likely never reach you: the Ministry of Internal Affairs does not post a paper receipt to a foreign address, and its SMS goes only to a Georgian number. You have to look yourself. Everything below was checked on 24 August 2026 and opens from Armenia.

Where to check a fine by plate

One address works: police.ge/protocol — the ministry's register of published penalty receipts. No login, no captcha, English available. Under the "Video fine" tab choose the search by vehicle number plate and type the plate without spaces. You get the receipt number, the date and place of the violation, the article, the amount in lari and the payment term.

Know what is published there: only the receipts that could not be handed to the offender in person. For a car on foreign plates that is the normal case — there is nobody to hand it to — which is exactly why the register works for an Armenian driver. But an empty list does not mean there is no Georgian fine.

Two addresses the internet recommends that will not open for you

• videos.police.ge is real but geographically filtered. It answered from Russia and Turkey and timed out from Germany. It also does not search by plate at all: it wants a receipt number, a personal number, or the number of a technical passport registered in Georgia.

• protocols.ge answered from none of the four countries tested. It appears to be open only inside Georgia.

How much time you have

A published receipt counts as served on the 30th day after publication, and the payment term runs from there. The portal prints the publication date, the last day of the term, and the days remaining.

Then comes the part worth checking early for: once the term runs out the fine doubles, roughly a month later it triples, and suspension of the right to drive in Georgia can be added on top. The register goes on showing the original amount throughout, so once the term has passed the figure on screen is no longer what you owe today.

What you can pay with from Armenia

Georgia has no single state counter like Armenia's e-payments.am. There is the ministry's own page and several commercial gateways, in this order of usefulness:

• police.ge/protocol itself. Once you have found the receipt there is a card button beside it, leading to Georgian Card's processing with the receipt number and plate already filled in. One limit: the button is not shown on a receipt over 1000 lari — those are paid at a counter.

• TBC Pay, the foreign-card section — the only site with a flow built for cards issued outside Georgia. No registration. Needs the receipt number.

• Gadaixade.ge — the only gateway with a full Russian interface and a plain guest form: plate and receipt number, no account.

• BOG Pay — its own FAQ says it takes a card from any Georgian bank. It makes no claim about foreign ones.

• Pay.ge — patrol fines are on its list; least is known about it.

What will not pay it

Idram, Telcell, EasyPay, Fast Shift and Mobidram do not carry Georgian fines. There is no local Armenian payment route at all: the payment goes through a Georgian card page either way, so you need a Visa or Mastercard with international payments enabled — an ArCa-only card will not clear.

Check the plate before you leave Georgia, and again a month after the trip: a receipt is published not on the day of the offence but on the day it could not be delivered.
