Can Armenian Citizens or Dual Citizens Drive in Armenia with a Foreign Driver's License?

A question that has long been a source of fines and misunderstandings now has a clear legal resolution. Previously, citizens of Armenia (including dual citizens) could be fined for driving in the country with a foreign license. However, under current law, this is no longer the case.

According to the amendment that came into effect on August 2, 2025, citizens and dual citizens of Armenia can drive vehicles for three months after entering the country using their foreign driver's licenses.

This amendment to the RA Law "On Ensuring Road Traffic Safety" means that if your driver's license was issued by a competent authority of another state and complies with the requirements of the 1968 Vienna Convention on Road Traffic, it is considered valid in Armenia for a period of 3 months from the date of your entry.
